Purpose and Scope

Responsible for providing leadership, oversight and direction in ensuring the institution or agency's full compliance with the provisions of Title IX of Education Amendments of 1972 and its implementing regulations. Title IX requires equal opportunity regardless of gender in curricular, co-curricular and extra­ curricular education activities and programs. The position holder must work independently, reporting major activities through periodic meetings.

Essential Job Functions

  1. Coordinates and monitors the district's compliance with Title IX and corresponding state civil rights requirements regarding discrimination and harassment based on gender, and evaluate the school district's gender equity policies and practices and their effect on gender discrimination.
  2. Oversees the district's prevention efforts to avoid Title IX violations from occurring.
  3. Advises Human Resources personnel of Title IX regulations in relationship to recruitment, hiring, assignment, promotion, transfer, lay-offs, termination, reinstatement, job classification, salary and fringe benefits for all employees.
  4. Designs and implements Title IX compliance activities.
  5. Provides initial and ongoing training, consultation, and information services to the district's responsible employees and other employees regarding Title IX requirements, grievance issues, and compliance programs.
  6. Receives and promptly respond to inquiries related to gender discrimination, as well investigate complaints based on gender discrimination.
  7. Notifies all students, parents, and employees of the name, title, office address, and telephone number of the Special Project Coordinator (Title IX).
  8. Assists in providing all students an equal opportunity to participate in, and benefit from, all academic and extra-curricular activities, programs, and services regardless of gender, including, but not limited to, athletics, textbooks and instructional materials.
  9. Advises the Board, superintendent, administration and staff of necessary action to eliminate gender discrimination in all educational programs, curricular and extra-curricular activities, and employment practices that come under federal and state regulation.
  10. Assumes responsibility to be informed of changes and developments in the provisions of the federal and state regulations and related legislation by attending professional meetings, trainings and reading appropriate publications.
  11. Manages the grievance process for the school district with respect to Title IX complaints, involving others as appropriate and maintaining records and files.
  12. Prepares reports on the Title IX compliance activities and make recommendations for action by appropriate decision makers.
  13. Advises Human Resources personnel of Title IX regulations in relationship to recruitment, hiring, assignment, promotion, transfer, lay- off; termination, reinstatement, job classification, salary and fringe benefits for all employees.
  14. Assists in the development of internal procedures to ensure that all appraisal and counseling materials do not discriminate on the basis of gender.
  15. Performs other duties as assigned.

Minimum Qualifications

Graduation from an accredited post-secondary educational institution with a Bachelor's degree in Education, Finance, Criminal Justice, Pre-Law, Public Administration, Business, Human Resources or related field; Plus, two (2) years of related experience in related field; OR an equivalent combination of related education and experience totaling six (6) years. An additional 1 year of experience is preferred in the education, employment, law enforcement, private investigation, or related field. An advanced degree, such as a Master’s or a Juris Doctor, is desirable. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).


Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included. 

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of and ability to interpret federal and state nondiscrimination laws, including Title IX, VAWA, affirmative consent law and other related laws and policies
  • Ability to spot and provide oversight of matters involving gender equity issues in curriculum, student programs and instruction
  • Knowledge of district Title IX grievance procedures, personnel policies and practices of the district
  • Ability to effectively communicate Title IX regulations and applicable board policies, both orally and in writing, and to develop effective working relationships with school- and district-level employees
  • Ability to establish and cultivate a positive climate for the district's Title IX compliance efforts
  • Ability to work varying hours and schedules
  • Computer proficiency, including Excel, Microsoft Word, Power Point and web-based applications
  • Creating and updating databases, excel spreadsheets, and other matter tracking technology
  • Demonstrated ability to independently and efficiently manage a caseload, and the ability to prioritize

Physical Requirements and Working Environment

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.


Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
