Purpose and Scope

Works under supervision of the Talent Management Manager. Assesses and preforms analysis on data and prepares data to facilitate the Talent Management Department functions of the organization.  Responsibilities require understanding of both theory and practice. 


Essential Job Functions

  1. Recommends and reviews expenditures for the area of responsibility.  Provides fiscal data for preparation of the annual budget.
  2. Collaborates with manager and other District staff to develop short- and long-range plans for assigned program or functional area. Supports District employees, including troubleshooting in response to their inquiries and participating in high-level Employee Enterprise staff trainings.
  3. Researches and explores feasibility of implementing new methods, technologies or programs. Ensures high-quality service and efficiency of assigned transactions and makes suggestions for process improvements to the Employee Services leadership team.
  4. Develops, schedules, implements, monitors and evaluates all programs, projects and operations in area of responsibility. Supports Employee Connect staff in responding to routine queries related to personnel matters. Maintains excellent response time and timely follow-up as required. Effectively responds to employee inquiries related to personnel transactions as needed, and supports new hires as they complete the onboarding process. Manages efficient turnaround times within three (3) to five (5) business days for all transactions.
  5. Researches, compiles data for, and prepares various statistical, administrative and/or financial reports as required. Ensures efficient and accurate data entry and transaction processing, coordinating between different data systems as needed. Ensures that the necessary human capital data is being tracked and accurately maintained. Manages and carries out activities related to HR data entry, new hire onboarding, substitute processing, certification, records management, reductions in force, salary administration and back pay calculations.
  6. Handles employees with care during major employment changes including onboarding, transfers, leaves, resignations or retirements.
  7. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Administration, Human Resources, Education or related field, or equivalent, for a total education/experience of four (4) years. 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

  • Skills in developing data-supported solutions and using fact-based logic
  • Ability to translate difficult analysis in easy-to-understand manner and present to a broad audience
  • Good written and verbal communication skills
  • Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment
  • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
  • Communicates effectively with customers, employees and other staff
  • Exercises good judgment in manner, tone, and way of speaking in a customer service setting
  • Extremely customer service-oriented with high level commitment to customer satisfaction. Takes personal accountability for resolving customer issues.

Physical Requirements and Working Environment

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.

Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
