  • Purpose and Scope

    The Manager of Decision Analytics & Information Management will support the Director's vision and execute the district-wide analytics and data strategy, setting data governance standards, and implementing processes to improve data quality, reliability, and utilization for Shelby County Schools. The position is responsible for project management for the department to support customer satisfaction, streamlined operational processes, and dissemination of strategically relevant, actionable data insights to stakeholders. This role manages, coordinates, prepares, and helps implement project plans to advance the analytic and reporting capabilities of the district. It also manages defined projects or phase(s) of projects to identify, recommend, and implement changes to increase efficiency between both internal and cross-departmental teams. The position is responsible for accountability and communication around the implementation of standards including data definitions, data quality, data architecture, master data management and Key Performance Indicator (KPI) identification.

    Essential Job Functions

    1. Leads the relationship management activities between Decision Analytics team and stakeholders to ensure quality production and support of actionable business insights
    2. Actively engages with internal business leaders to educate on data analytics capabilities, while collaborating on their unique challenges to deliver robust, data driven solutions.
    3. Directs strategic development and project management related to data definitions, data quality, data architecture, master data management, and KPI identification
    4. Manages, coordinates, prepares and helps implement project plans to support strategic operational initiatives.
    5. Measures project performance using appropriate tools and techniques to monitor progress, identify and quantify variances, recommend corrective actions, and communicate to stakeholders.
    6. Functions as an effective team-builder and facilitator. Builds mutual trust and encourages respect and cooperation among team members to facilitate project completion.
    7. Supports and develop the skills and capabilities of the Decision Analytics team
    8. Manages day-to-day supervisor responsibilities to ensure team success.
    9. Performs all other related duties as assigned or directed.

    Minimum Qualifications

    Bachelor’s degree in Mathematics, Statistics, Business Administration, Education or similar field plus five (5) years related experience, for a total education/experience of 9 years.  Experience in leadership, project management, and business insights aligned with desired performance outcomes is preferred. The ability to demonstrated the knowledge to communicate, facilitate, lead groups to actionable solutions, improve processes, and drive toward system-level improvements based on data is a plus.



    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included. 

    Knowledge, Skills, and Abilities

    • Ability to manage and develop a team that possess strong knowledge of and experience with Microsoft PowerBI and cloud-based Microsoft SQL databases 
    • Teams-based approach to project management to ensure high-quality service and delivery to costumers
    • Identify opportunities where student or operational outcomes can be improved through data-driven decisions and turn data into insights 
    • Knowledge of Ed-Fi or other educational data standard including the supporting definitions and structures 
    • Strong coaching and consultation skills to support internal professional development and growth
    • Interest in seeking methods for improving services and increase customer satisfaction leading to the adoption of data-focused district-wide decisions
    • Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in easy-to-understand manner and present to all levels of the organization
    • Ability to present data insights in a manner that tells a story to support effective decision making
    • Technical expertise regarding data analytics industry to continually deliver best practices to the team
    • Strong knowledge of and experience with PowerBI, Data Analysis Expressions (DAX) and cloud-based databases (MS SQL)
    • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy 
    • Ability to tackle operational challenges in a complex, changing political and educational environment
    • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
    • Outstanding critical thinking skills, including the ability to analyze data, identify trends, pinpoint problems and root causes, and develop innovative solutions

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
