  • Purpose and Scope

    The purpose of this position is to provide coordination and oversight responsibility for Construction Services that includes strategic planning and leadership for District construction projects, and related activities, in order to optimize efficiency and quality to ensure business strategies and objectives are met.   

    Essential Job Functions

    1. Manages program planning, organization directions, control of constructions programs and projects, including the development of short and long-range plans to ensure business strategies and objectives are met.
    2. Manages and oversees the development of construction and capital improvement projects and budget for the District.
    3. Coordinates the designs, approvals, constructions, program administration and closeout of assigned construction and capital improvement projects.
    4. Manages internal construction and project management of professionals that are responsible for the designs, sourcing, project administration, and inspects proposed sites and schools under construction or undergoing alternations, to enforce applicable codes and standards; approve materials; review all plans for construction and renovation of school sites; establishes construction timetables; performs final inspections; and ensures construction warranties.
    5. Assures uniformity of designs with program requirements, time schedules, budget limitations, construction codes and district standards and criteria. Implement guidelines for construction and capital improvement project administration.
    6. Provides technical requirements and guidance to district staff considering construction or renovation of school facilities; obtain and/or reviews construction cost estimations; monitors fiscal control; regulate changes, orders and ensures all construction projects are completed on schedule and within the budgets.
    7. Manages vendors and staff in the development of project definitions and management plans, project status dashboards, various program management reports (schedule, budget, risk, issue and action logs, etc.,) and maintains relevant records, files and
    8. Coordinates the development of project schedules and budgets, facility standards, and program quality assurance and control processes.
    9. Provides design specifications for construction and capital improvement projects.
    10. Provides oversight and management of contractors regarding project reviews, performance, construction quality, value engineering, and budget and schedule adherence.
    11. Supports the Procurement and Contract Office in the negotiation of fees to service providers (architects, inspectors, etc.), and in the award of construction services.
    12. Assists with the development of long-range comprehensive master plans that includes site selections, budgets, construction/renovations, bid specifications and procurement procedures.
    13. Develops and disseminate management reports and presentations for meetings with Administration, Shelby County School Board and County Commission. Attends public forums and meetings as necessary.
    14. Confers with representatives of the State and Local Fire Authority, Code Enforcement, Trade Organizations, Architects, Engineers, Contractors and others to reach agreements on design concepts and construction standards; arbitrate construction disputes as needed.
    15. Establishes procedures to continually and consistently assess and evaluate the overarching operations of Construction Program Services to recommend and implement continuous improvement enhancements.
    16. Ensures operational efficacy, staff development and continuous process improvements.
    17. Executes the responsibilities according to lawful and ethical standards. Uses personal judgment and take initiative to develop effective and constructive solutions to challenges and obstacles.
    18. Performs other related duties as assigned or directed.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor’s degree in Construction, Engineering, Architecture or a related area plus an additional 5 years related experience, or equivalent for a total of education/ experience of 9 years. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).


    ADDITIONAL QUALIFICATIONS PREFERRED: 10 years of experience as a Program Manager (Construction) with responsibility for large commercial projects with equal or exceeding three million dollars.


    Degree Equivalency Formula:


    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.
