  • Purpose and Scope

    Directs and provides highly responsible, professional leadership and expertise in the development, implementation and oversight of the Payroll operation for the District. The position develops and implements programs within organizational policies. Oversees the planning, implementation and assessment of programs, activities, and services related to payroll and managing major budgets.  

    Essential Job Functions

    1. Manages and guarantees disbursement of the district payroll, including garnishments, benefits and taxes consistent with federal and state wage and hour laws.
    2. Oversees payroll record and check production with IT personnel to ensure proper and timely production and distribution of checks and records; advises IT personnel of amendments to payroll records, procedures, schedules, etc., and ensures adjustments to computer files and/or programs.
    3. Assists and advises district personnel on matters pertaining to payroll, and resolves discrepancies in payroll administration, records, checks, etc., as necessary; assists outside auditors, retrieving and explaining data and records as requested.
    4. Collaborates with executive management to develop short and long-range plans; oversees implementation of plans to ensure adherence to organizational standards, policy and procedures, and to make adjustments as needed.
    5. Develops policies and procedures for assigned area in consultation with executive management to ensure efficient and economical departmental operations; evaluates results to ensure compliance to and identify deficiencies.
    6. Researches and explores feasibility of implementing new methods, technologies or programs to increase the efficiency, effectiveness and accountability of the payroll operation.
    7. Develops, presents and defends budget requirements; oversees and approves expenditures, and prepares financial forms and reports.
    8. Oversees administrative matters such as, but not limited to, conducting special studies, preparing routine or special reports, securing grants for program funding, developing and administering professional development and training.
    9. Researches, compiles data for, and prepares various other statistical, administrative and professional reports as required by individual schools, the District and/or other agencies; analyzes data and prepares recommendations for executive-level decision-making.
    10. Directs the coordination of activities with those of other functional areas, agencies, consultants, contractors, outside professionals and service providers, community resources and others as necessary.
    11. Attends, represents the District and department, and gives presentations at Board meetings, special task force meetings, community/civic/professional meetings, parent meetings and other functions to address programs and concerns as required; interprets District programs and related policies to the general public.
    12. Receives and responds to inquiries, concerns and complaints regarding issues, programs, policies, and procedures, in areas of responsibility.
    13. Supervises staff establishing standards and effectively select, train, motivate, delegate, monitor and evaluate performance to ensure targets and goals are met. Facilitates professional development and serves as coach and mentor.
    14. Performs related responsibilities as required or directed.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Management, Finance, Public Administration or related field, plus 7 years of experience in management positions with a demonstrated record of responsible financial management for a total of 11 years of relevant education/experience. Certified Public Accountant (CPA) license is strongly preferred. Experience in a school district or local government setting is preferred.


    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.


    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
