  • Purpose and Scope

    The External Communications Manager will oversee the day-to-day media relations efforts and the strategic media planning for the district. The individual in this position will be responsible for promoting Shelby County Schools and raising the profile of the district through outreach to print, broadcast and social media. In addition, this individual will report to the Chief of Staff and serve as the District's official Public Information Officer.  

    Essential Job Functions

    1.Supervise direct reports so as to effectively recruit, train, motivate, delegate, monitor and evaluate their activities, including hiring, firing, and disciplinary decisions. Provide staff with resources needed to successfully perform work. 2.Develop and maintain a strategy for identifying media opportunities and develop long-term coverage and pitching plans; manage the creation and implementation of the District's social media strategy, while remaining up-to-date on latest trends and tools as it relates to social media and external communications3.Provide professional and technical assistance to District staff in the areas of public and media relations.4.Work with individual departments, divisions and schools to plan and implement appropriate and effective communications/public relations strategies; provide training for staff at all levels in media relations, effective communications, customer service and crisis management.5.Establish and maintain effective working relationship with members of the news media to promote regular, accurate and comprehensive print and broadcast coverage of District issues, events and programs; contact news media representatives to disseminate information and to suggest coverage by the media of specific events, programs or topics expected to reflect positively on the District.6.Gather information for and prepare news releases, public service announcements and advertisements to disseminate District information and to otherwise facilitate a positive public image of the District; write and edit news and feature articles for newsletters, magazines and various other publications; write and edit copy for brochures, newsletters and fliers; prepare editorial content for the District's website, social media and electronic newsletter.7.Represent Shelby County Schools as a spokesperson on behalf of the organization to local, regional and national media as needed.8.Manage contracts with photographers, printers, ad representatives and related vendors and service providers, ensuring compliance with budget allocations or restrictions.9.Oversee planning and execution of special school or District-wide special events as requested; provide informative presentations to various District, community and civic groups as requested.10.Assist in the development of the departmental budget and manage within that budget.11.Direct the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed.12.Performs related responsibilities as required or directed.

    Minimum Qualifications

    Bachelor's degree in Communications plus 5 years related experience, or equivalent, for a total education/experience of 9 years.

    Strong analytic and problem-solving skills with the ability to swiftly and accurately understand complex data and perform analysis;
    Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in easy-to-understand manner and present to a broad audience;
    Strong written and verbal communication skills;
    Outstanding leadership skills and ability to build high-performing teams through both recruitment and selection and professional development;
    Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment;
    Ability to manage daily administrative tasks without losing sight of long-term goals and planning.

    Additional Job Details

    Lead and direct all media relations for the school district, including story pitching/placement, press briefings, public announcement, staff training and strategic planning; Support schools and departments for incident response and crisis communications; Manage a News & Media Content Analyst, which oversees content and promotion for the SCS Newsroom and SCS mobile app
