  • Purpose and Scope

    The essential function of this position within the organization is to ensure the management of all Board programs and support to the Shelby County School Board. This position provides efficient and effective services to the Board and facilitates responsive constituent service. Position reports directly to the Board Chair, with onsite supervision and guidance provided by the Chief of Staff.

    Essential Job Functions

    1. Distributes inquiries to appropriate parties, tracks responses and reviews all responses with Board Chair and Chief of Staff prior to dissemination to Board, Superintendent or public.
    2. Develops and applies solutions to complex problems which require the regular use of ingenuity and creativity and competence in project management and regulations concerning programs managed by the Board such as board policies and procedures, deliverables expected of the Board and dissemination of contract language, etc.
    3. Coordinates orientation and ongoing support and assistance for all elected or appointed Board commissioners.
    4. Serves as the district liaison between the Board and Shelby County Schools administration.
    5. Assumes fiscal responsibility for the BOE office budget and the BOE Trust Fund.
    6. Collaborates with Policy Department in conjunction with the Board Chair to maintain BOE policy and procedures manuals; provides Board Members and District staff with necessary information and direction on policy and procedural changes; records all new and revised policies and coordinated with the Policy Department the distribution to all SCS employees.
    7. Oversees coordination of special events with Board office personnel, District staff and Chief of Staff as requested by the Board Chair or Board Members.
    8. Responsible for overseeing, receiving and responding in collaboration with the Board Chair, Board Members and Chief of Staff to inquiries, concerns and complaints from the community and parents regarding issues, programs, policies and procedures.
    9. Attends all regular Board meetings, committee of the whole meetings and/or public hearings with the responsibility of assuring meetings are recorded, minutes compiled and sent to the Board or Committee Chair accurately and following up on action items.
    10. Manages Board office staff and supports problem solving processes by conducting preliminary research, preparing reports, analyzing data, identifying and recommending possible solutions in coordination with the Board Chair and Chief of Staff.
    11. Maintains confidentiality and exhibits the highest degree of integrity and ethics.
    12. Performs other related duties as assigned or directed.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor's Degree in Education or other related field, plus 5 years of related experience. 9 years of related work experience may be substituted in lieu of a degree.


    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

    • Strong analytic and problem-solving skills with the ability to swiftly and accurately understand complex data and perform analysis
    • Demonstrated ability to perform tasks accurately and efficiently while meeting assigned deadlines
    • Skill in understanding federal guidelines and mandates in regard to academic achievement and accountability
    • Knowledge of federal, state and local laws, policies and procedures that impact education
    • Excellent interpersonal, written, and verbal communication skills; highly organized with the ability to process large amounts of data, synthesize, disaggregate, report and present findings
    • Demonstrated skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in an easy-to-understand manner and present to the Board
    • Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment
    • Ability to serve as a strong team member and instructional leader
    • Knowledge of the school improvement planning process and requirements
    • Ability to interpret board policy and ensure district employees adhere to said policies

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.


    Sensory (ADA) Requirements: The position requires normal visual acuity and field of

    vision, hearing and speaking abilities.
