  • Purpose and Scope

    Works under the limited direction of the Director – Procurement Services to perform complex, professional, and technical work in the preparation, interpretation, and administration of contracts for various goods and services for the District. Manages the contract team, distributes workload and resources, develops new contracts, administers and monitors compliance with existing contracts, and prepares reports and documentation. Reports major activities through periodic meetings.

    Essential Job Functions

    1. Serves as the primary point-of-contact with internal and external parties in all facets of contract management, contract compliance, and related matters. Implements and manages contract systems and all duties associated with retaining District records in accordance with policy and law.
    2. Prepares and administers contracts for the procurement of goods and services; ensures compliance with all applicable policies, procedures, laws, and regulations. Reviews and provides recommendations to the Procurement Director on all formal solicitations to ensure performance standards, quality, delivery, life cycle cost, warranty, and related issues are identified in the solicitations.
    3. Implements standard operating procedures and projects relating to contract compliance and management. Ensures all signed contracts are communicated to all relevant parties to provide contract visibility and awareness, and interpretation to support implementation.
    4. Reviews pertinent federal, state, and local laws and regulations and evaluates their impact on District contract development and administration. Conducts contract compliance audits to verify vendor performance and adequacy of internal controls.
    5. Selects appropriate contract type; prepares contracts for approval; monitors performance and compliance with federal, state, and local laws; terminates contracts, as appropriate.
    6. Consults with department heads and personnel concerning current and future contract needs, concerns, and problems. Provides information and instruction to District personnel in contract administration policies and procedures.
    7. Establishes a quality assurance plan for major contracts and programs to ensure the District’s goals are met. Develops, coordinates, and participates in a multi-faceted educational and training program that focuses on the elements of the contract compliance program and seeks to ensure that all appropriate employees and management are knowledgeable of and complies with pertinent federal and state laws and standards.
    8. Initiates the management and enactment of the change control process to agreed quality and timescales in order to maximize the benefit to the SCBE of any change to the contract. Quickly analyzes complex opportunities for risk and potential benefit to SCBE.
    9. Supports the resolution within the terms and conditions of the contract pertaining to conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations.
    10. Communicates with contractors, as necessary, to expedite deliveries/services and resolve discrepancies and problems with product/service quality.
    11. Prepares a variety of reports and related information for decision-making purposes; plans and gives presentations to co-workers, administrators, Board of Education, and/or other groups, as requested.
    12. Implements and maintains internal controls of all financial records related to contracting and contract compliance.
    13. Performs other related duties as assigned or directed.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Management, or related field of study; Plus, five (5) years of related work experience in a professional, managerial/supervisory capacity; OR, an equivalent combination of related education, training, and/or experience. (contract management experience working with/in a legal department preferred). (JD is highly preferred). (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

     

    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

     

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
