  • Purpose and Scope

      The Budget Advisor serves as a strategic liaison with school leaders and principals to support them and help them to make the best resource allocation decisions. The Budget Advisor performs rigorous budgeting and financial analyses to assist in decisions at the school level. The Budget Advisor will serve as the primary point person to interact and engage internal and external stakeholders at all level about financial and budget processes, improvements, training, and data-driven reporting.at the school level. The role will require exceptional project management, cross-functional collaboration and communications, and impeccable execution. This role will report to the Budget Manager. 

    Essential Job Functions

    1. Develops and leads a comprehensive teacher exception process with appropriate controls across all funds. Collaborates with Academics, Human Resources, and Finance.
    2. Develops and implements ways to transform fixed costs in schools into variable costs under the guidance of Manager Budget.
    3. Monitors and enhances the accuracy of school level enrollment projections and school based allocations across all funds in collaboration with Business Operations.
    4. Constructs and implements a comprehensive plan to streamline and improve principal budget check-in across all funds that allows Human Resources and Finance to take appropriate actions in a timely matter.
    5. Conducts monthly financial meetings with ILDs, quarterly ILD and principal zone meetings, and any meetings requested by a school leader.
    6. Develops and prepares rigorous financial analyses with multiple scenario and sensitivity analyses around school openings, closures, mergers, expansions, rezoning, grade reconfigurations, and revocations.
    7. Leads the position control/FTE monitoring of school-based positions across all funds. Maintains the database with bi-weekly review of employee roster, payroll run, and budget position list. Collaborates with HR, Payroll, and Academics.
    8. Recommends changes for Shelby County Schools (SCS) transition to student based budgeting in collaboration with the Budget Manager.
    9. Provides updated guidance and training for the Finance team of school based staff, particularly principals and ILDs.
    10. Prepares budget, financial, and position reports for principals and ILD and any other special report as requested.
    11. Plans, organizes and coordinates the development, preparation, implementation and evaluation of School based annual budget for all funds. Develops policies, procedures, and forms for the preparation and administration of School based budgets. Prepares and publishes the annual School based budget document in compliance with the standards of the Government Finance Officers Association.
    12. Develops School based budget assumptions, forecasts, detailed estimates, and statistical analyses.
    13. Monitors, reviews and interprets changes in laws, regulations, and best practices related to public agency budgeting.
    14. Performs other responsibilities as required or directed.

    Minimum Qualifications

    Bachelor's Degree in Accounting, Finance, Business, or closely related field plus a minimum of five (5) years of accounting, finance, and/or budgeting analysis, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position. OR a combination of equivalent education and/or paid, exempt level, directly relevant experience for a total of 9 years. Master's Degree in Business Administration, Management, Finance, Public Administration or related field or equivalent is preferred. Experience in a school district, charter school or other education setting is preferred.

     

    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included. 

    Knowledge, Skills, and Abilities

    • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform complicated analyses with budget and financial data
    • Skills in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in easy-to-understand manner and present to a broad audience
    • Ability to tackle the operational challenges of SCS in a complex, changing political and educational environment
    • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
    • Strong proficiency in Excel, Word, Access, and PowerPoint
    • Strong written and verbal communication skills with internal and external stakeholders, including setting appropriate expectations, prioritizing various tasks and deadlines, and building trust within and across teams
    • Solid understanding of both accounting and budgeting principles and procedures
    • Excellent project management skills that can generate a plan, overcome project barriers, and implement a successful plan on time and within budget, including gaining stakeholders' buy-in
    • Ability to work irregular hours

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

     

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
