  • Purpose and Scope

    Under the supervision of the Sourcing Manager the Buyer shall administer the centralized procurement functions of the school system, which includes formal bidding and procurement methods.  Evaluates and performs analysis on data, and formulates data to include Capital, Technology and Academic Sourcing Services functions of organization. Responsibilities require understanding of both theory and practice.

    Essential Job Functions

    1. Administers the assignment of bids and/or specification development, reviews and approves formal bids specifications and contract drafts prepared by designated professional staff                                                              
    2. Organizes the preparation of the exhibit of contract recommendations and statistical data of vendor participation.                                                                    
    3. Prepares designs, evaluates and issues bid specifications; conducts pre-bid meetings and bid openings, and confers with school administrators and office heads to prepare contract documents for designated specifications.                     
    4. Conducts research to support construction products, commodities or services for product specifications, performance standards, contract requirements and funding sources.                                                                            
    5. Organizes internal purchasing catalogs and provides procedural training to users.                                              
    6. Supports procurement of strategic tracking of goods, services and equipment for tracking services areas.                
    7. Supports objectives regarding suppliers honoring approved costs, meeting delivery schedules, providing quality products and reliable services.                                              
    8. Identifies and develops relationships with suppliers.              
    9. Oversees, reviews, and approves expenditures for the area of responsibility; provides fiscal data for preparation of the annual budget.                                                                 
    10. Collaborates with supervisor and other District staff to develop plans for assigned program or functional area.        
    11. Researches and explores feasibility of implementing new methods, technologies or programs; studies and tracks price trends, market conditions and availability.                   
    12. Develops, schedules, implements, monitors and evaluates all programs, projects and operations in area of responsibility.                                                                   
    13. Performs other duties as assigned.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor’s degree in Accounting or Business or a related field; PLUS, two (2) years related experience in related field; OR an equivalent, combination of related education/experience totaling six (6) years.


    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience.


    Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

    • Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment
    • Ability to manage daily administrative tasks without losing sight of long-term goals and planning


    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
