Purpose and Scope
Performs financial review and analysis in the maintenance of accounting and internal control systems for the assigned area using established accounting procedures and policies. Complies and analyses data to facilitate the Finance functions. Responsibilities require understanding of both theory and practice.
Essential Job Functions
1.Prepares and monitors assigned budgets and/or funds; makes journal entries and budget adjustments; participates in month-end and year-end closing of the general ledger; analyzes and prepares budget, financial and statistical reports as requested.2.Monitors and verifies cash receipts and postings of various fees, fines and other payments.3.Verifies data for accuracy, updates and extracts data from accounting, budget and financial systems to prepares spreadsheets. 4.Maintains financial records for various schools, or Shelby County Schools (SCS) programs and projects. 5.Compiles data and prepares periodic and special reports as required; assists with various financial analyses as requested. 6.Prepares responses to inquiries, concerns, complaints and requests for assistance from personnel regarding areas of responsibility.7.Assists with internal and external audits; monitors and reconciles bank, investment and general ledger accounts; researches accounting problems and discrepancies in records; makes or initiates corrections as needed.8.Prepares budget and financial reports; reviews monthly expense distribution reports; communicates effectively with departments regarding month-end reporting and provides daily cash management to reconcile funds received and expended on Grants.9.Researches, compiles data, and prepares various statistical, and/or financial reports as required. 10.Performs other responsibilities as required or directed.
Graduation from and accredited college or university with a Bachelor's Degree in Public or Business Administration, Finance or related field or equivalent plus four (4) years of related accounting experience for a total education/experience of 8 years. Experience in a school district or local government setting is preferred.
Degree Equivalency Formula:
Bachelor's Degree= 4 years plus required years of experience.
Master's Degree= 6 years plus required years of experience
Knowledge, Skills, and Abilities
*Requires general knowledge of the principles, methods, and practices of accounting; knowledge of GAAFR (Governmental Accounting, Auditing and Financial Reports), published by the National Committee on Governmental Accounting
*Knowledge of the principles underlying the laws, ordinances and regulations governing financial operations
*Good analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis.
*Outstanding ability to take responsibility for actions and outcomes and persist despite obstacles
*Ability to demonstrate a high level of service delivery to ensure exceptional customer satisfaction
*Ability to translate difficult analysis in easy-to-understand manner and present to a broad audience
