  • Purpose and Scope

    The Charter School Accountant will be responsible for the state & local funding payments for charter schools, evaluation of fiscal performance and compliance, and financial reporting. Conducts the fiscal review of new school applications, application amendments, and application renewals. Serves as a liaison with other divisions within the Finance Department to assist with state, local and federal compliance. 

    Essential Job Functions

    1. Maintains and improves comprehensive fiscal oversight programs for the business operations at all charter schools authorized by Shelby County Schools (SCS). Monitors the fiscal stability of each charter school through the review of audits, quarterly financial statements, additional fiscal information, and on-site reviews to ensure fiscal stability.


    1. Conducts per pupil payments to all charter schools authorized by SCS by obtaining and verifying enrollment numbers, leases, transportation, health insurance, total Basic Education Program (BEP) allocation, and administrative fees in order to pass on state funding.


    1. Determines, develops, and conducts differentiated monitoring by working with the leadership of financially deficient charter schools on plans to improve their financial strength.


    1. Identifies fiscal mismanagement at SCS charter schools and assists in developing and implementing methodologies to highlight fiscal inaccuracies.


    1. Evaluates budgets and financial sections of applications for new charter schools by analyzing cash flow and budget worksheets to determine reasonableness and alignment with the application narrative.


    1. Assist in conducting in-depth financial reviews of existing schools undergoing reviews for charter continuance and/or revising their financial management practices. Such work may include defining further requirements and preparing related correspondence and briefing materials.


    1. Coordinates the flow of fiscal information from schools to SCS and to other government agencies including annual financial reports and audits and grant compliance reports via email or visits to Charter Schools to maintain accurate records and consistency.


    1. Builds productive working relationships with each charter school’s financial manager via email, phone or site-visits to ensure the school is aware of its fiscal responsibilities and performance


    1. Performs other related duties as assigned or directed.

    Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Management, Finance, Public Administration or a related field; PLUS three (3) years related experience in related field; OR an equivalent combination of related education and experience totaling seven (7) years.  (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).


    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included. 

    Knowledge, Skills, and Abilities

    • Knowledge of the principles, practices and procedures of municipal accounting and auditing
    • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform complicated analysis with budget and financial data
    • Skills in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in an easy-to-understand manner and present to a broad audience
    • Ability to tackle the operational challenges of the school district in a complex, changing political and educational environment
    • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
    • Strong proficiency in Excel, Word, and PowerPoint
    • Strong written and verbal communication skills with internal and external stakeholders, including setting appropriate expectations, prioritizing various tasks and deadlines, and building trust within and across teams
    • Knowledge of GAAFR (Governmental Accounting, Auditing and Financial Reports), published by the National Committee on Governmental Accounting; good knowledge of the principles underlying the laws, ordinances and regulations governing financial operations; knowledge of modern business management practices

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.
