Purpose and Scope

The incumbent delivers at a high level of competency in the Professional Learning & Support Department working on unusually complex problems and provides solutions that are highly innovative and ingenious, achieving quality and work process improvement. The incumbent oversees projects to refine current performance evaluation models as well as projects and plans to develop new systems and models for performance evaluation utilizing data analysis, research, stakeholder feedback and emerging best practices.  

Essential Job Functions

  1. Provides leadership and a high degree of ingenuity, creativity, resourcefulness, and competency in the Professional Learning & Support Department and Performance Management Team; and is viewed as expert within the field.
  2. Works collaboratively with other professionals, and management to maintain and continuously improve performance management systems and related utilization of performance data. May lead a team in the effort. Work with other offices within Professional Learning & Support as well as other departments to ensure policy alignment and fidelity of implementation.
  3. Deal with unusually complex problems and provides solutions that are highly innovative and ingenious, achieving quality and work process improvements. Ensure that the Performance Management team's goals and activities are in sync with and support the broader goals and objectives of the organization; and that the execution of responsibilities are in accordance to lawful and ethical standards.
  4. Responsible for managing and bolstering research & development aspects of existing and emerging components of performance evaluation, as well as related technology, data management, and training. Identifies and meets key measures of success for effective implementation. Among other responsibilities, leads implementation and development of Student Growth measures for teachers in non-tested grades and subject areas.
  5. Directs the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed.
  6. Manages vendors associated with research, development and validation of performance management processes and tools with key stakeholders (internal and external) to advocate for the work.
  7. Works directly with teachers, principals, the state, and/or other district/foundation partners to improve/refine the teacher evaluation system where possible with intensive stakeholder input.
  8. Performs other related duties as assigned or directed.

Minimum Qualifications

Bachelor's degree in Public Administration, Business Administration, Human Resources, Education or closely related field plus an additional  four (4) years related experience, or equivalent, for a total education/experience of eight (8) years. Experience as a teacher, principal, or in performance evaluation. Demonstrated ability in excellent execution and project management skills, including ability to balance the big picture with detailed steps.

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
