Purpose and Scope

Works under the limited supervision of the Director – Procurement Services to administer the procurement functions of the Facilities Division of Business Operations, which include formal solicitation, contract negotiation, and contract management for a variety of complex projects that require a high degree of experience, knowledge, skills, and administration. Collaborates with the Departments of Facilities limited to Construction, Warehousing, Network Cabling, and Custodial Services. 

Essential Job Functions

  1. Administers the assignment of facilities maintenance, custodial and grounds, warehouse operations, and major and minor construction bids and/or specification development. Reviews and approves formal bids specifications, and contracts drafts prepared by designated professional staff.
  2. Serves as the primary point-of-contact with internal and external parties in all facets of contract management, contract compliance, and related matters. Serves as the initial level of mediation of disputes regarding the selection of the award bidders and issuance of vendor performance. Prepares appropriate documentation of the conference and rulings within the appeal process procedures.
  3. Facilitates the preparation, implementation, evaluation, selection, and review of contractors and professional services. Reviews and provides recommendations on all formal solicitations to ensure performance standards, quality, delivery, life-cycle cost, warranty, and related issues are identified in the solicitations.
  4. Coordinates the preparation of the exhibit of contract recommendations and statistical data of vendor participation.
  5. Attends Board of Education, staff, and client meetings, as well as, committee meetings involving other school districts or group procurement efforts.
  6. Provides guidance and supervision to direct reports.
  7. Prepares semi-annual vendor performance and procurement contract evaluations to ensure compliance.
  8. Conducts and coordinates procurement-support activities for facilities and construction-related projects and recommends process improvements within Procurement as it relates to Facilities Departmental processes.
  9. Conducts appropriate specification research to support products, commodities, or services for product specifications, performance standards, contract requirements, and funding sources.
  10. Coordinates the procurement process for solicitation, evaluation, pre-bid meetings, and openings for professional architectural and engineering services, facilities management, consulting/contracted services, warehousing, network cabling and wiring, and custodial services.
  11. Oversees construction contracts. Monitors and rectifies contractors’ performance and non-performance.
  12. Develops, coordinates, and participates in the multi-faceted educational and training program that focuses on the elements of the contract compliance program and seeks to ensure that all appropriate employees and management are knowledgeable of and comply with pertinent federal and state laws and standards.
  13. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a

Bachelor’s degree in Business Administration, Public Administration, or related field of study; Plus, five (5) years of supervisory/managerial work experience related to facility planning; OR an equivalent combination of related education/experience totaling nine (9) years. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).   


Degree Equivalency Formula:  

Bachelor’s Degree= 4 years plus required years of experience.  

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.

Physical Requirements and Working Environment

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.

Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.
