Purpose and Scope

OVERVIEW

SUMMARY DESCRIPTION:

 

Provides supplemental support training and counseling to students and parents from Non-English Language Backgrounds (NELB). Evaluates the cultural needs of NELB students and parents to provide guidance to school staff on how to choose appropriate supports. Consults and mentors students and parents and collaborates with school staff to maximize NELB students’ educational growth and success in the schools and the community.

Essential Job Functions

  1. Evaluates the cultural needs of NELB students and provide guidance on necessary support necessary for the best academic and behavioral outcomes.
  2. Consults with English as a Second Language (ESL) Director, ESL teachers, and other school staff to assist in the registration and placement of Non-English Language Backgrounds (NELB) students into appropriate ESL program schools.
  3. Counsels and assists NELB students in developing personal and educational goals, decision making skills, and understanding new choices and values.
  4. Counsels and supports NELB students individually or in a group setting on personal, social, emotional, educational, and career growth and development.
  5. Provides training to NELB parents and school staff to assist in understanding their child’s/student’s personal, cultural, social, academic, and career development.
  6. Provides training to NELB students and parents, that will assist them with cultural adjustments to their new environment.
  7. Develops and conducts cultural workshops to provide professional development to school staff, SCS personnel, and native English students about different countries and cultural groups represented in SCS.
  8. Provides written and oral translations for NELB parents/students and schools including transcripts.
  9. Collects and maintains accurate records and statistical data on students as mandated by federal, state, and Districts guidelines.
  10. Assists with the planning and operation of the ESL Summer Enrichment Program.
  11. Seeks additional resources and services that benefit NELB students/parents, through internal and external collaborative partnerships.
  12. Serves as a cultural advisor, liaison, and translator/ interpreter between NELB families and schools during parent conferences, Disciplinary Hearings Authority hearings (DHA), Individualized Education Plan (IEP) and Individualized Learning Plans (ILP) meetings.
  13. Provides training workshops to Bilingual Mentors regarding community resources, school policies, registration processes, academic tools, graduation requirements, and college and career opportunities.
  14. Collaborates with SCS Truancy offices to conduct and translate truancy meetings required by SCS and by referring NELB parents to community resources as needed.
  15. Conducts home visits to NELB parents as needed for students who are chronically out of school.
  16. Assists the Bilingual Mentors by serving as a mediator between school staffs and NELB parents to support school policies.
  17. Follows and applies federal, state and district policies that are related to NELB parents and students.
  18. Speaks another language other than English to assist various departments in the district with translating documents and interpreting meetings.
  19. Performs special project and other related duties as assigned by the ESL Director.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in Education, foreign language, or related field plus an additional four (4) years related experience working with students in an instructional bilingual setting, or equivalent for a total of eight (8) years education/experience. Proficient in the use of technology to include video presentation, word processing, database and spreadsheet applications preferred.

(PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
