SUMMARY DESCRIPTION

 

The essential function of the position within the organization is to coordinate and manage capital improvement and maintenance projects for Shelby County Schools.  The position is responsible for managing all phases of maintenance and construction projects including budgeting, design specifications, procurement, construction, and vendor management. The position works independently, providing project management status updates through periodic meetings.

Essential Job Functions

  1. Manages the design specifications and construction of capital improvement and maintenance projects with a focus on creating educationally sound environments for the instruction of students; manages capital improvement project budgets for new and renovated facility projects; design and implement multiple in-house projects.
  2. Administers construction contracts; coordinates and manages the efforts of architects/engineers and contractors to ensure attainment of specified quality standards for all contractual projects.
  3. Designs and monitors the implementation and maintenance of an up-to-date facilities records system, including appropriate drawings, specifications, warranties, approvals, facilities inventories and other related data.
  4. Manages complex problems and provides solutions that are highly innovative and ingenious, achieving quality and work process improvements. Ensures that the workgroup’s goals and activities are in sync with and support the broader goals and objectives of the organization; and that the execution of responsibilities is in accordance to lawful and ethical standards. 
  5.  Plans and coordinates the design of portable buildings that are structurally and environmentally sound; enforces project scope/cost reconciliations to disallow “scope creep” or cost overages. 
  6. Collaborates with the Facility Planning and Pupil Assignment Departments in the identification of long-range facility needs and site selection; serves as a liaison with governmental agencies regarding post-site acquisition in the areas of zoning, environmental considerations, permits affecting construction and inter-local agreements in the absence of the Manager of Facility Planning.
  7. Serves as a liaison with private architects commissioned by the Board; arranges for and promotes coordination between the architects, educational specifications, and administrators in the absence of the Manager of Facility Planning.
  8. Prepares and maintains a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides appropriate research and compiles reports, as needed.
  9. Directly supports in managing the execution of milestones and monitoring progress of construction related grants. 
  10. Prepares Board agenda items, including routine reports and priority departmental action items.
  11. Performs other duties as assigned.

Minimum Qualifications

Bachelor’s degree equivalent in architecture, engineering, construction management, facilities planning or related field of study plus an additional 5 years related experience, or equivalent, for a total education/experience of 9 years.  Requires a valid state driver's license. Certified Construction Manager Designation, Professional Engineer (PE), Project Management Professional (PMP) or related professional certification is highly desired.
