Purpose and Scope

The Planning and Analysis Compliance Analyst plays a critical role in ensuring compliance with USDA Community Eligibility Provision (CEP) regulations by applying advanced analytical and data management skills. This position serves Nutrition Services by providing strategic insights, performance metrics, and recommendations to guide decision-making and improve program application outcomes. The Analyst will lead efforts in data validation, compliance audits, and process optimization across Nutrition Services.

Essential Job Functions

  1. Conducts detailed compliance analysis and verification related to CEP data and processes.
  2. Manages and maintains comprehensive documentation for Identified Student Percentage (ISP) calculations, ensuring year-over-year accuracy.
  3. Performs in-depth data analysis to monitor participation rates, site productivity, and edit checks for regulatory adherence.
  4. Develop monthly and ad-hoc reports with actionable insights and performance trends for management review.
  5. Investigates and resolves complex data integrity issues within student eligibility and point-of-sale (POS) systems for compliance.
  6. Partners with Nutrition Services IT to configure and optimize site profiles and program attributes in the Food Management System.
  7. Manages all aspects of the Prepayment System including refunds, balance transfers and adjustments.
  8. Ensures the accuracy of directly certified student data by analyzing and integrating multiple confidential datasets (e.g., homeless, migrant, foster care, Head Start).
  9. Conducts school site visits for compliance monitoring, data verification, and site training with problem resolution.
  10. Designs and facilitates USDA-compliant training materials and resources for staff, ensuring consistent understanding of CEP protocols.
  11. Advises cross-functional teams on data collection strategies and income application form development aligned with USDA regulations and surveys.
  12. Maintains current knowledge of USDA income eligibility standards and applies them in data analysis and policy recommendations.
  13. Attends state-level compliance and policy training; disseminates updates and guidance to relevant teams.
  14. Collaborates across departments to identify process gaps, develop solutions, and track outcomes through performance metrics.
  15. Leads or contributes to cross-departmental project teams focused on improving data systems and compliance performance.
  16. Perform other related duties as assigned or directed.

Minimum Qualifications

Requires a Bachelor’s degree in Business Administration, Public Policy, Data Analytics, or a related field, Plus, three (3) years of progressive experience in data analysis, compliance auditing, or federal program administration, preferably in a K-12 or nutrition services environment; OR, an equivalent combination of related education and experience that totals seven (7) years. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
