Purpose and Scope

SUMMARY DESCRIPTION

 

Works under limited direction of the Director-Procurement Services to administer the centralized procurement functions of the Academic Services and Equipment category of goods and services, which includes formal bidding and complex procurement methods.

Essential Job Functions

  1. Manages, develops, and leads sourcing professionals who work on a diverse scope of complex problem and initiatives.
  2. Coordinates the acquisition, delivery, and inventory of materials of instruction, resources, and equipment for program support and improvement.
  3. Executes category sourcing initiatives following the prescribed framework for conducting strategic sourcing activities.
  4. Calculates base-line spend and savings for category sourcing initiatives.
  5. Communicates, educates, and obtains support for strategic sourcing methodologies and processes from key stakeholders in Academics.
  6. Ensures that activity for assigned category complies with all appropriate State and Board regulations and policies for a competitive public procurement process.
  7. Facilitates collaboration with multi-discipline advisory group(s), subject-matter experts, managers, and administrators in the various academic categories for developing requirements, evaluating competitive bid proposals, selecting vendors and suppliers, and understanding category developments and opportunities.
  8. Establishes communication, in collaboration with Procurement Services for keeping key stakeholder groups informed and engaged in strategic sourcing activity for the assigned sourcing category.
  9. Works with strategic procurement staff to document category historic spend and the total cost of ownership for key category products and services and to identify opportunities with academic category.
  10. Works with multiple academic department advisory groups to understand demand, supplier trends and user requirements for potential sourcing opportunities within assigned sourcing category.
  11. Develops a multi-year sourcing project portfolio for assigned category with estimated costs and potential savings based on identified opportunities, expected demand, and contract renewal timing.
  12. Oversees sourcing initiatives to ensure that goods and services are obtained at the lowest consistent with Board requirements for quality, performance, service, and availability.
  13. Promotes and maintains a public competitive procurement practice in compliance with all Federal, State, and Board mandates and guidelines.
  14. Engages multiple category advisory groups in drafting requirements and evaluating bid responses as appropriate.
  15. Meets or exceeds established performance goals for category expense savings and customer satisfaction.
  16. Facilitates contract execution with key category suppliers to ensure that required terms and conditions are included and that contract termination dates are tracked and managed.
  17. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree in Information Technology, Business Administration, Public Administration, or related field of study; Plus five (5) years of related, professional supervisory/ managerial experience; OR, an equivalent combination of related education, training, and/or experience totaling nine (9) years.(Specialized licenses, certification, or training in procurement preferred).(PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
