Purpose and Scope

SUMMARY DESCRIPTION:

 

The Project Advisor will support the Project Manager (if applicable) in overseeing the successful implementation and compliance of all federal and state-funded programs within the district's Innovation Zone. This role will assist in managing the grant lifecycle, ensuring adherence to all state and federal regulations, grant guidelines, and district policies. This includes supporting the Project Manager (if applicable) in managing budgets, timelines, and reporting obligations as required by Memphis-Shelby County Schools (MSCS) and the Tennessee State Department of Education. The Project Advisor will work collaboratively with various stakeholders to help ensure the effective use of grant funds to achieve programmatic goals and improve student outcomes.  In the absence of Project Manager, the advisor will assume all roles and responsibilities set forth by the immediate supervisor to ensure full compliance to all federal and state grants/initiatives.

  • Grant Management & Compliance:
    • Assist the Project Manager (if applicable) in overseeing the day-to-day management of grant-funded and state projects, ensuring adherence to all federal and state regulations, grant guidelines, and MSCS policies.  
    • Help track the status of each program throughout its lifecycle and assist in providing regular progress reports to both internal and external stakeholders.  
    • Support the coordination with the accounting department to ensure all expenditures align with program objectives and budgets.  
    • Assist in preparing and/or coordinating program reports for submission to the granting authority, ensuring timely and accurate delivery.  
    • Support proper closeout procedures for grants, including final reporting and financial reconciliation.  
  • Project Planning & Execution:
    • Work with appropriate stakeholders to assist in the development of project scope of work documents and project plans that include an analysis of benefit, cost, work schedule, and any related risks.  
    • Help identify and schedule project deliverables, milestones, and required tasks.  
    • Assist in defining the responsibilities of parties involved in the project, including management, the project team, vendors, and others affected by the project.  
    • Support the identification, tracking, monitoring, and communication of project-related issues, scope changes, variances, and contingencies.  
    • Work with assigned project teams to assist in the development and documentation of business, system, and functional requirements and business processes and flows as needed.  
  • Stakeholder Collaboration & Communication:
    • Assist in holding stakeholder and advisory meetings to ensure alignment and effective collaboration.  
    • Provide technical assistance to school leadership, faculty, and staff on grant program implementation under the Project Manager's direction and/or assigned supervisor.  
    • Communicate with grant applicants, recipients, federal and state agencies, and other stakeholders regarding grant-related matters.  
    • Maintain effective communication and working relationships with primary stakeholders and project team members.  
    • Assist in preparing and presenting oral and/or written technical reports and project presentations.  
  • Program Development & Evaluation:
    • Support campus-initiated instructional and curriculum projects related to grants and state mandated initiatives.  
    • Assist in coordinating the development of intervention programs aligned with grant and state initiatives.  
    • Help conduct ongoing evaluation and assessment of grant-funded and state programs and initiatives.  
    • Analyze and interpret data to measure performance, set targets, and monitor progress.  
  • Administration & Documentation:
    • Support the development of grant monitoring procedures and processes.  
    • Maintain accurate and complete records of all grant activities, including applications, awards, expenditures, and reports.  
    • Assist in creating and maintaining an archive of relevant documents.  
    • Perform other related duties as assigned by the Project Manager and/or supervisor.  

Minimum Qualifications

A Bachelor's degree from an accredited college or university with a major in Business Administration, Education, or a related field, plus an additional four (4) years of experience, or equivalent, for a total education/experience of 8 years.

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
