Purpose and Scope

SUMMARY DESCRIPTION

 

The Project Manager for iZone will oversee the successful implementation and compliance of all federal and state-funded programs within the district's Innovation Zone. This role manages the entire lifecycle of grants, ensuring adherence to all state and federal regulations, grant guidelines, and district policies. This includes managing budgets, timelines, and reporting obligations as required by Memphis-Shelby County Schools (MSCS) and the Tennessee State Department of Education. The Project Manager works collaboratively with various stakeholders to ensure the effective use of grant funds to achieve programmatic goals and improve student outcomes.

  1. Grant Management & Compliance

    • Oversees the day-to-day management of grant-funded projects, ensuring adherence to all federal and state regulations, grant guidelines, and MSCS policies.
    • Tracks the status of each program throughout its lifecycle and provide regular progress reports to both internal and external stakeholders.
    • Assigns, schedules, trains, reviews, and monitors project work to ensure that progress is within expected guidelines and is completed on time and within budget.
    • Coordinatse with the accounting department to ensure all expenditures align with program objectives and budgets.
    • Prepares and/or coordinates program reports for submission to the granting authority, ensuring timely and accurate delivery.
    • Assures proper closeout procedures for grants, including final reporting and financial reconciliation.

    Project Planning & Execution

    • Works with appropriate stakeholders to develop project scope of work documents and project plans that include an analysis of benefit, cost, work schedule, and any related risks.
    • Identifies and schedules project deliverables, milestones, and required tasks.
    • Defines the responsibilities of parties involved in the project including management, project team, vendors, and others affected by the project.
    • Works with appropriate stakeholders to identify the roles of project team members, project reporting structures, frequency of interaction, and any training requirements that may be needed for team members to complete projects.
    • Identifies, tracks, monitors and communicates project-related issues, scope changes, variances, and contingencies that may arise during the implementation of projects; and facilitates amicable solutions with the appropriate stakeholders.
    • Works with assigned project teams to ensure the development and documentation of business, system, and functional requirements and business processes and flows as needed.

    Stakeholder Collaboration & Communication

    • Holds stakeholder and advisory meetings to ensure alignment and effective collaboration.
    • Provides technical assistance to school leadership, faculty, and staff on grant program implementation.
    • Communicates with grant applicants, recipients, federal and state agencies, and other stakeholders regarding grant-related matters.
    • Maintains effective communication and working relationships with primary stakeholders and project team members.
    • Prepares and presents oral and/or written technical reports and project presentations; and organizes and conducts project team meetings.

    Program Development & Evaluation

    • Supports campus-initiated instructional and curriculum projects related to grants.
    • Coordinates the development of intervention programs aligned with grant initiatives.
    • Conducts ongoing evaluation and assessment of grant-funded programs and initiatives.
    • Analyzes and interpret data to measure performance, set targets, and monitor progress.

    Administration & Documentation

    • Develops grant monitoring procedures and processes.
    • Develops and/or assists in writing policies and procedures related to grant management.
    • Maintains accurate and complete records of all grant activities, including applications, awards, expenditures, and reports.
    • Creates and maintains an archive of relevant documents.
    • Performs other related duties as assigned.

Minimum Qualifications

Bachelor’s degree from an accredited college or university with a major in Business Administration, Education, or a related field, plus an additional four (4) years of experience, or equivalent, for a total education/experience of 8 years.

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
