Purpose and Scope

Responsible for the efficient and effective operations of the employee connect team and systems management of personnel data & files by providing direction and expertise. Respond to employee questions regarding HR processes, benefits, recruitment, etc. Disseminate information to employees and supervisors regarding employee connect requests, personnel files and data requests. Assist supervisors in connecting with appropriate HR personnel for human resources issues. Provide feedback to HR leadership team on issues or problems encountered by employees and supervisors. Provide feedback on process improvement efforts.

Essential Job Functions

1. Works collaboratively with Human Resources team and provides direct support as a key member of a cross-functional team on activities related to human resources, including employee-life-cycle transactions (staffing, hiring, onboarding, leaves processing, etc.), benefits and payroll applications, and compliance reporting.
• Drive process optimization, partnering with HR stakeholders to understand current process inefficiencies and use data and critical thinking to evaluate and implement solutions.
• Drive a culture of automation, continuous improvement and change management.

2. Provides leadership and oversee employee information collection, analysis and reporting; oversee the maintenance of employee records and personnel files; ensure data integrity for compliance reporting.

3. Manages duties of direct reports so as to effectively recruit, train, direct, motivate, delegate, monitor, and evaluate their activities. Provides direction to employees to ensure targets and goals are met regarding HRIS, Customer Service and Records management.
• Documents transactions, assess processes, and modify as needed. Maintains high quality service delivery and transactional efficiency, and make suggestions for process improvements.
• Accomplish department objectives by communicating job expectations; planning, monitoring and appraising job results; coaching, counseling, disciplining full time/temporary employees; and initiating, coordinating and enforcing systems, policies and procedures.

4. Leads the preparation and maintenance of a variety of statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed. Oversees and maintains internal database files, tables, codes and backup files.

5. Monitors metrics to track process effectiveness and efficiency and quality of transactions delivered by the team and ensure the proper allocation of resources based on constituent needs and transaction volume.

6. Partners with key stakeholders to define and implement efficient and effective HR processes and procedures that leverage technical capabilities for the collection, maintenance, and reporting of data. This includes automation, elimination of non-value added work, and other activities to improve HR Operations.

7. Partners with key stakeholders and other colleagues in the review, testing, and implementation of system design changes based on regulatory and/or business needs.

8. Executes the responsibilities according to lawful and ethical standards. Use personal judgment and initiative to develop effective and constructive solutions to challenges and obstacles.

9. Performs related responsibilities as required or directed.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration Human Resources or closely related field or equivalent and 5 years related experience for a total education and experience of 9 years to include 3 years of leading a team. Experience in Human Resource Administration strongly preferred. SPHR or PHR certifications preferred. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

Degree Equivalency Formula:
Bachelor’s Degree= 4 years plus required years of experience.
Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
