Purpose and Scope

Responsible for ensuring that the Shelby County Schools (SCS) Division of Nutrition Services resources (goods, services, equipment) are secured in a timely manner and within established federal, state, and local guidelines. This position acts as a liaison between SCS Nutrition Services and SCS Purchasing, and is accountable for the development of clear, concise, and fair specifications for bid purposes; as well as, the expediting of goods and services; all the while ensuring the best possible price, quantity and quality of foods and equipment.

Essential Job Functions

  1. Ensures that goods, services, and equipment are secured in a timely manner at the best available price for the Division of Nutrition Services and the Central Nutrition Center.
  2. Develops and verifies that proper specifications are developed for food, non-food and equipment.
  3. Works in a team environment with SCS Purchasing to verify that bids and specifications are advertised and evaluated.
  4. Expedites the process of securing goods and services for the Division of Nutrition Services.
  5. Verifies that the Division of Nutrition Services accounting personnel pay invoices correctly and that all possible discounts are taken; also, assists in resolving accounts payable problems relating to payments.
  6. Complies with Federal, Tennessee state, and SCS purchasing laws, regulations, and guidelines at all times to maintain compliance in Nutrition Services' operations.
  7. Maintains memberships in professional organizations such as Tennessee Association of School Business Officials, the Southern Association of School Business Officials, and the School Nutrition Association.
  8. Works with the Director to promote the participation of minority vendors through various organizations, such as the Minority Purchasing Council.
  9. Prepares reports and makes recommendations to the Director of Nutrition Services prior to submission for approval by the Capital Investment Committee and Board of Commissioners.
  10. Researches special information at the request of the Director of Nutrition Services.
  11. Researches market and delivery conditions to forecast costs and availability of required resources.
  12. Reviews vendor performance for compliance to contractual obligations.
  13. Directs the Nutrition Services commodity-processing program involving USDA commodities.
  14. Verifies to ensure that all ingredients are in stock, corresponding to the developed district menus.
  15. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in related field plus an additional 4 years related experience, or equivalent, for a total education/experience of 8 years.

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
