Purpose and Scope

The incumbent delivers at a high level of competency in financial analysis and Academic Operations and School Support. A primarily function is to assist the Compliance Manager of Academic Operations and School Support in and performs financial and compliance audits within the school district. Assist in monitoring the school based business function of the district and reporting all material finding and preparing appropriate recommendations for corrective actions. Review, assess and recommend changes in financial systems and controls with school based issues. Study, inspect and assess, budgets, balance sheets and other related financial statements and records. Review and recommend changes in internal audit controls. The incumbent assesses and performs analysis on data, and prepares data to facilitate the Academic Operations and School Support functions of the organization. Essential Job Functions

  1. Notifying the Compliance Manager of Academic Operation internal control weaknesses and make audit recommendations to correct these weaknesses and discussing both the problems and the solutions.
  2. Assist in the coordination of internal compliance review and monitoring activities, including periodic reviews of departments.
  3. Assist in the Facilitation, the initial intake, review and processing of all school based travel authorization requests.
  4. Provide school administrators and financial secretaries with audit support.
  5. Collaborate with schools/district facilities and internal departments to improve inventory control.
  6. Assist in the approval of school based staff travel authorization and principal mileage.
  7. Assist in the approval of school donations.
  8. Provides training and leadership or supervision of financial secretaries and/or technical staff; offers advice and assistance as needed.
  9. Collaborate with Internal Audit, Finance, and Federal Programs to appropriate resource acquisition.
  10. Assist to plan, coordinate, and oversee investigative activities to detect, deter, prevent, and eradicate fraud, waste, abuse, mismanagement and ethical misconduct.
  11. Formulate and prepare compliance reports that attest to the effectiveness of managerial controls over the District's assets and finances.
  12. Facilitate discussion regarding audit reports with appropriate administrators, and appraise the adequacy of the corrective action(s) taken to improve deficient conditions.
  13. Evaluate internal accounting controls over the District's financial operations and perform substantive tests of financial records, systems, programs, and projects within the District to ensure adherence with Board policy and governmental regulations to safeguard the assets and finances of the District.
  14. Conduct annual onsite reviews of designed school financial operations, procedures and practices to ensure compliance.
  15. Work collaboratively with internal auditors as appropriate to support and participate in investigations of fraud, waste, abuse, ethical misconduct and mismanagement, in accordance with auditing standards.
  16. Directs and assists in the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed.
  17. Assists administrators with review and compliance with state, federal and local laws, policies and regulations relating to students in public school settings.
  18. Deal with unusually complex problems and provides solutions that are highly innovative to achieve quality and work process improvements.

Minimum Qualifications

Bachelor's degree in Public Administration, Business Administration, Human Resources or Technology and 4 years related experience, or equivalent, for a total education/experience of 8 years.

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree=6 years plus required years of experience.
