Purpose and Scope

Performs accounting functions in the maintenance of accounting and internal control systems for the assigned areas using established accounting procedures and policies. Assesses and performs analysis on data, and prepares data to facilitate Finance functions of organization. Responsibilities require understanding of both theory and practice.

Essential Job Functions

  1. Accounts receivable: Calculates, receives receipts and posts various fees, fines and other payments; balances daily receipts; prepares deposit; processes refunds as appropriate; prepares billing invoices for various accounts and request funds from various Grants, State and Federal Funds or Programs.
  2. Accounts payable: Processes purchase requisitions and produce purchase orders; maintains and updates vendor files.
  3. Prepares budget and financial report; reviews monthly expense distribution reports; communicates effectively with departments regarding month - end reporting and provides investment management and daily cash to reconcile funds and expended on Grants, State and Federal Funds and Programs.
  4. Determines staffing levels for schools or assigned units based on Board approved formulas; daily reconciles position control to approved formula; coordinates personal changes with Human Resources, Payroll and Grant holders.
  5. Researches, compiles data for, and prepares various statistical, administrative and/or financial reports as required.
  6. Coordinates and assists in managing the daily financial activities.
  7. Provides instruction, training and leadership of subordinate clerical and/or technical staff.
  8. Prepares, monitors and manages assigned budgets and/or funds; makes journal entries and budget adjustments as required; coordinates month-end and year-end closing of the general ledger; prepares budget and financial reports as requested.
  9. Reviews Charter School financial and external audit submissions to Department of Education.
  10. Provides daily cash and investment management reporting; monitors revenue and prepares cash management forecast.
  11. Calculates and receives receipts and posts various feed, fines and other payments; balances daily receipts' prepares deposits; processes refunds as appropriate.
  12. Approves journal vouchers, check requests and requisitions for assigned areas.
  13. Monitors/requests budget transfers for assigned areas.
  14. Participates in preparation of the Comprehensive Annual Financial Report and the Tennessee Department of Education's annual financial report.
  15. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Accounting. Financial Management or a related area plus an additional 4 years related experience, or equivalent, for a total education/experience of 8years. MBA, MPA or CPA is preferred.

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included
