Purpose and Scope

The HR Talent Specialist (Non-Instructional) collaborates with a team of HR Business Partners, Principals and central office hiring managers to ensure all school-based non-instructional vacancies and central office vacancies are effectively and efficiently filled with high quality teachers, administrators and support staff according to industry standard turnaround times. Provides strong day-to-day support for prospective and current employees with inquiries regarding employment issues. Researches, compiles data for and prepares various statistical, administrative and/or financial reports as required. Collaborates with manager and other District staff to develop short- and long-range plans for assigned functional area.

Essential Job Functions

1. Collaborates with a team of HR Business Partners, Principals and central office hiring managers to ensure all school-based non-instructional vacancies and central office vacancies are effectively and efficiently filled with high quality teachers, administrators and support staff according to industry standard turnaround times.a) Screens pool candidates to identify best fit, most qualified candidates for non-instructional school-based vacancies and central office vacancies. Ensures only qualified candidates are viewed by Principals and hiring managers. b) Conducts referrals of candidates to principals and hiring managers.c) Assists in scheduling of interviews for central office hiring teams.d) Collects and analyzes staffing data, tracks progress toward goals and shares findings with HR Business Partners to develop strategies and solutions to challenges hindering goal achievement. e) Tracks position approval, posting, selection and on-boarding turnaround times for all assigned vacancies, ensuring efficient placement of all positions. f) Assists in the execution of key staffing processes including the voluntary transfer period, hiring events, staffing adjustments and yearly site-based and departmental budget review. g) Ensures all new hires are equipped to begin new positions successfully from day one. 2. Provides strong day-to-day support for prospective and current employees with inquiries regarding employment issues.a. Ensures all employees and candidates receive helpful, courteous and responsive customer service addressing their questions, concerns and needs.b. Ensures high quality services and efficiency of assigned areas and generates solutions and strategies that will improve existing HR processes and procedures. 3. Researches, compiles data for and prepares various statistical, administrative and/or financial reportsas required. 4. Collaborates with manager and other District staff to develop short and long range plans for assigned functional area.5. Performs related responsibilities as required or directed.

Minimum Qualifications

Bachelor's degree in a related field and two (2) years of experience in Human Resources or closely related field required OR six (6) years of experience in Human Resources or closely related field.

Recruitment and/or staffing experience strongly preferred.

PHR or SPHR certification preferred.

Degree Equivalency Formula:
Bachelor's Degree= 4 years plus required years of experience.
Master's Degree= 2 years plus required years of experience. Where Master's degrees are required, years for Bachelor's Degrees must be included.
