Purpose and Scope

The position of Advisor – Hearing Office works under the general direction of the Director II Attendance & Discipline. This position is responsible for supporting the implementation of district-wide student discipline policies and procedures, ensuring compliance with local, state, and federal regulations. The position monitors disciplinary data, provides guidance to school administrators on behavior interventions, and collaborates with stakeholders to promote safe, supportive learning environments. The role also includes analyzing trends, facilitating professional development, and assisting in the development of proactive strategies to reduce disciplinary incidents and improve student outcomes.

Essential Job Functions

  1. Serves as a key advisor to district and school administrators on complex student discipline matters, ensuring compliance with district policies and state/federal regulations, and provides expert guidance and strategic direction to address sensitive behavioral issues.
  2. Administer district-wide audits of disciplinary practices and documentation to ensure consistency and adherence to legal and procedural standards; regularly reviews and updates discipline policies in alignment with evolving regulations and best practices.
  3. Oversee the monitoring and analysis of student discipline data to identify trends, patterns, and areas of concern; generates comprehensive reports for school leaders and district leadership to inform decision-making.
  4. Utilizes data-driven insights to identify high-risk students and schools requiring targeted behavioral interventions; ensures accuracy in discipline-related data across platforms such as PowerSchool, Power BI, and other district systems.
  5. Develops and maintains data platforms to track incidents of suspension, expulsion, and other disciplinary actions, with a focus on equity and early intervention.
  6. Designs, implements, and facilitates professional development and ongoing training for school-based staff on effective discipline procedures, restorative practices, trauma-informed approaches, and culturally responsive behavior management.
  7. Ensures consistent application of discipline policies across all schools and collaborates with school administrators to resolve disciplinary issues efficiently and equitably.
  8. Partners with district departments to address official complaints and discrepancies reported to the Tennessee Department of Education (TDOE), U.S. Department of Education (USDOE), and other oversight bodies.
  9. Develops and oversee district-wide behavior improvement initiatives and collaborates with school leaders to address root causes of disciplinary infractions, including social-emotional and environmental factors.
  10. Oversees compliance with state and federal laws related to student discipline and reporting requirements; manages the preparation and submission of discipline reports for district leadership and regulatory agencies.
  11. Supports schools in establishing proactive intervention systems to engage students and families, prevent disciplinary escalation, and reduce exclusionary practices; builds and maintains relationships with external agencies and community partners involved in student support.
  12. Assists with budget planning and allocations related to discipline initiatives, training programs, and support services.
  13. Performs other related duties as assigned or directed to support the district’s mission of fostering safe, inclusive, and supportive learning environments.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor' Degree in Education, Business, or other related field plus an additional four (4) years related experience; for a total education/experience of eight (8) years. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED)

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree=6 years plus required years of experience.
