Purpose and Scope

The position of Dual Enrollment Manager provides leadership, oversight, and strategic planning for key academic functions relating to Dual Enrollment and Statewide Dual Credit Programs to ensure academic strategies and implementation are met.  This position is responsible for the management of Local Dual Credit, Dual Enrollment/Dual Credit MOU process districtwide, Early College Program, and specialty Dual Enrollment schools.

Essential Job Functions

  1. Develops and implements services, strategies, projects, goals and objectives for each high school program to enhance and increase Dual Enrollment, Statewide Dual Credit and post-secondary opportunities particularly for underserved student populations.
  1. Collaborates with schools and cross-functional teams to develop, facilitate, and implement Dual Enrollment and Statewide Dual Credit strategic growth plans for 30 district-managed high schools with the Division of Advanced Academics to enhance and expand post-secondary opportunities in compliance with ESSA's Ready Graduate
  1. Manage the Dual Enrollment and Statewide Dual Credit MOU process for the district. Develop MOUs and manage relationships between the school district, college partners, and other agencies/stakeholders who are directly intertwined with the success of student performance by providing post-secondary opportunities for students while in high
  1. Works collaboratively with local and state colleges, national assessment organizations, community partners and stakeholders (Tennessee Department of Education (TDOE), Tennessee Board of Regents (TBR), National Alliance of Concurrent Enrollment Partnerships (NACEP), College in High School Alliance and Middle College National Consortium, and Peer Power) to maintain accurate accreditation of Dual Enrollment teachers, the distribution of federal and grant dollars for tuition and materials, support programs and tutoring Liaise with TDOE and TBR postsecondary directors and program managers to maintain accurate guidelines of Early Postsecondary Opportunities.
  1. Designs and implements districtwide and program-specific professional development (in-person, virtual and Canvas) to school leaders, instructional advisors, counselors, lead teachers, high school teachers, college and career staff on Dual Enrollment, Statewide Dual Credit and post-secondary opportunities. Ensure secondary teachers complete required training and are in compliance with the TDOE and TBR on Statewide Dual Credit requirements. Also, ensures high school teachers are fully credentialed for adjunct status with college partners.
  1. Leads a team of Dual Enrollment Advisors to implement the SEM Advancement Act to increase students' access to Dual Enrollment and State Dual Credit courses.
  1. Provides focused financial oversight for Dual Enrollment and Statewide Dual Credit programs districtwide. Manages, maintains and verifies a variety of budget data reports for accuracy. Develop strategic plans and budgets for the Dual Enrollment and Statewide Dual Credit programs. Ensures proper financial controls and spend level processes and tools are put in place and used to manage departmental budgets, vendor and project spend levels for the Dual Enrollment and Statewide Dual Credit programs.
  1. Serves as the primary point of contact and liaison for postsecondary institutions and high school administrators, counselors and staff to promote a seamless guidance system that includes course scheduling, curriculum, resources and personnel to ensure clear communication and enrollment practices.
  1. Provides district oversight of the evaluation, verification and official posting of Dual Enrollment and Statewide Dual Credit grades on high school
  1. Provides the Advanced Academics Director with a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides appropriate research and compiles reports, as needed. Includes bi-weekly, quarterly, semester, and annual reports for district
  1. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in Education or related field required plus an additional five (5) years related experience or equivalent for a total education/experience of nine (9) years.  Preferred Master’s degree in Education or related field. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED)

 

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where master’s degrees are required, years for bachelor’s Degrees must be included.
