Purpose and Scope

Works under general direction to be responsible for a wide variety of insurance related functions including health, dental, vision, prescription drug, life, disability, retirement, leave of absence and COBRA. Tracks, analyzes and evaluates benefits procedures and makes recommendations to management to improve quality and efficiency.  Responsible for monitoring Benefits trends and maintaining key metrics for the Benefits Department.

Essential Job Functions

  1. Complies and ensures accuracy of regulatory compliance with various benefits related regulations and guidelines.
  2. Processes billing, completes data interchange, process refunds/adjustments and a variety of benefit related reports to audit and maintain accuracy of accounts, etc.
  3. Enter data and perform functions and tasks relating to the enrollment and orientation of employees and retirees into benefit programs. Processes, enters, and maintains employee and retiree information related to qualified life events, etc.
  4. Determines eligibility, sends compliance notices, works with medical providers when appropriate, handles invoicing, processes refunds/adjustments, and maintains a variety of reporting for audit purposes.
  5. Develops and maintains key metric dashboard for the Benefits department. Gathers data, validates entries and enrollment changes, evaluates, recommends, and leads initiative to drive improvement to District Benefits program.
  6. Troubleshoots benefits related issues and research reported problems to identify causes. Performs corrective actions, maintains, and updates current manuals and training materials for related operations to streamline processes.
  7. Presents benefits orientation sessions with newly benefits eligible employees to include health insurance coverage and group life insurance options. Educates new employees concerning the 401(k) and pension plan.
  8. Administers health and welfare benefits enrollment processes for new hires, qualified life events, and work events for employees, dependents, retirees, and surviving spouses.
  9. May aid other benefits staff members with addressing escaladed inquiries specific to his or her area of responsibility.
  10. Engages with select benefit vendors and consultants on various HR/Benefits matters including plan design, administration, quality, contract compliance, and service.
  11. Provides feedback on employee surveys to identify the most effective programs and other employee engagement initiatives.
  12. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Human Resources or a related area; Plus, two (2) years of directly related experience in employee benefits planning and analysis, financial planning and analysis, and employee engagement or any equivalent combination of related education, training, and/or experience; OR an equivalent combination of related education, training, and/or experience totaling six (6) years.

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree=6 years plus required years of experience.
